LTC Mapu Jamias (AGR, retired Feb 2001), organized and launched the ROTC program in the Fall of 2000 with an introductory class (MS I). It was an informal partnership agreement with University of Hawaii at Manoa Army SROTC (UH). LTC Jamias worked for the 9th Regional Readiness Command (RRC)
MAJ Evelyn Pedro, now LTC Langford (Regular Army), was detailed to American Samoa in 2001 on a compassionate assignment and taught for a brief time.
In 2002, members of the 196th Infantry BDE (Regular Army), while on assignment to the Army Reserve Infantry units in American Samoa, took over the ROTC program from LTC Langford. CPT Gabariano and SFC Thompson held up the ROTC program before it became official in 2002.
In the Fall of 2002, a formal agreement was signed between UH, ASCC, and ROTC with the 9th RRC providing a full time person although 9th RRC NOT part of the agreement and was considered temporary for only 1 year.
CPT Rod Parker (AGR) replaced CPT George Chew (now MAJ Chew) took over from 2003 – 2005.
CPT Serafina Sauia (AGR and currently the APMS of BYU-Hawaii) joined CPT Parker in the Fall of 2004 to run the ROTC program concurrent with commanding the 793rd Engineer Detachment and the Army Reserve Installation.
Spring 2006 - 9th RRC faces personnel cuts and since did teach
without any formal agreement with ROTC, the full time position terminated

Fall of 2006, LTC Lazslo (UH PMS), conducted a visit of all High schools in American Samoa and saw potential in production numbers. He provided the 13th Bde Cdr with his assessment and recommendations.
Fall 2006 – Spring 2007, the 9th RRC Commander (BG Ma) sees value in producing officers from ASCC and still provides 4 ‘part time’ instructors - MAJ Keith Dotts, CPTs Sean Sherwood, Greg Dunbar, and Sera Sauia, all AGR Commanders.
Jan 2007 – Western Region Cdr approves COMTEK Enlisted Instructor to fill full time status
March 1st 2007, SFC Kenneth Thompson was hired on as a Military
Science Instructor to run the program. He was joined by 2LT Maryjane Porter
in August of 2007 as the Assistant Professor of Military Science (APMS)
